   PUBLIC HEALTH ENGINEERING DEPARTMENT   


Public health Engineering Department is responsible for providing safe Water Supply and adequate Sanitary and Sewerage Services to the Urban and Semi Urban population of the State. These urban centers include Capital of the State- Gangtok, 7 numbers of other notified Urban towns, namely, Jorethang, Namchi, Gyalshing, Mangan, and Singtam.

There are also 55 numbers of Rural Marketing Centers, which are the rapidly growing to small size Bazaars and Towns, such as, Pakyong, Ranipool, Rhenock, Rongli, etc.

With the constant increase in population, the need for augmentation of drinking Water Supply in Urban Centers are becoming more and more pressing. Therefore, the Government have been taking-up the works of augmentation of water supply in such centers where the supply level is very low. It is also seen during the last decade, that the yield of water sources, is decreasing. Therefore, while locating a water source for a particular urban area, selection of a source becomes primary importance. The Department has been making extensive survey and investigation and making technical analysis of different sources before identifying a particular sources of water, from where drinking water can be drawn for a particular town. Having identified such source, the Department has been taking extreme care, while executing a project, to maintain the stability of slope along the pipe line and the catchments areas, by avoiding quarrying and deforestation. This environmental aspect has been fully considered in the implementation the projects.

The main activities of the Department aimed at meeting the above objective, during the last four years are given briefly below: -

A. GANGTOK WATER SUPPLY:
Gangtok is the largest Town of the State. Almost 1/3rd of the state population reside here. Town’s Water is tapped from the perennial Ratey Chu source and water supplied to the consumers is fully treated. It is estimated that around 70,000 people are presently taking water from the PHE sources in Gangtok, which constitute around 80% of the population.

1. AUGMENTATION OF WATER FOR GANGTOK TOWN:
Augmentation of Gangtok Water Supply constituted of difficult task of laying of 14" diametermeter Trunk Main from Rateychu to Selep Water Treatment Plant site at the cost of Rs. 100.00 lakhs. Source of Gangtok Water Supply is the Rateychu rivulet which is located at an altitude of 8200 ft. This rivulet originates from a glacial-fed Water Body, Lake Tarnze (altitude 12,500 ft.) which is about 52 Km away from the existing Water Treatment Plant at Selep (altitude of 6800 ft.). Till recently about 13.60 million liters of water was being transported from the source to Selep through 3 number of 6" diameter and one number of 8" diameter Raw Water Trunk Mains. With the completion of augmentation work was, availability of raw water was boosted to (theoretically) from 13.60 to 36.36 million litres per day. The task of laying of 14" diametermeter Trunk Line was very difficult one due to extremely hostile and threatening working conditions of the site.

2. Tadong and Samdur Water Supply Scheme :
Under NABARD, above scheme presently stand sanctioned at the cost of Rs. 206.00 lakhs only. The areas to be covered include part of Samdur, Upper Tadong, Dara Gaun and Lower Tadong. Provision is there for construction of Zonal Reservoir of 85,000 gallons at Tadong and 50,000 gallons below Deorali. Laying of DI Distribution pipe lines, control rooms, Distribution Points, etc.

3. Syari Water Supply Scheme :
Syari is a highly developing locality of Gangtok town. The area is inhabitated by a large nos. of Govt. employees and also dense commercial and residential buildings and complexes are also coming up. To cope with the increasing water demand, a new Water Supply system has been proposed for the area at the cost of Rs. 60.00 lakhs only. The work consists of construction of a Reservoir of a capacity of 80,000 gallons, laying 6" diametermeter main line of length 900 meters and construction of scientifically designed Distribution System. The new system is expected to cover approximately 12,000 souls targeted for the design period of 25 years.

4. Bojoghari Water supply Scheme :
Bojoghari is located in the periphery of Gangtok and is developing very rapidly. A new Scheme was implemented for this area consisting of construction of a reservoir and distribution system. The cost of the work was Rs. 45.00 lakhs.

5. Chanmari Water Supply Scheme :
Chanmari is a densely populated area of Gangtok. Due to ever increasing water demand, a new water supply scheme for this area was executed at the cost of Rs. 10.00 lakhs only. The work consisted of laying of distribution pipe lines and renovation of existing system.

6. Construction of 5 mgd Water treatment Plant :
The Selep Water Treatment Plant presently has treatment capacity of only 13.36 million liters daily. Expansion of treatment facilities to accommodate entire volume of raw water is envisaged to be taken up in the financial year 2000-2001.
Presently Selep Water Treatment Plant at Selep receives 8 mgd of raw water. The treatment capacity of existing facility is only 3 mgd, therefore, in order to provide full treatment, it is proposed to construct additional 5 mgd of full fledged Water Treatment Plant, at the cost of Rs. 479.00 lakhs only. The scheme has already been sanctioned. The work consists of construction of reservoirs, chemical dosing units, aerator channel, sedimentation tanks etc. The work is expected to commence during the middle of the CFY.

7. Sichey Water supply Scheme :
Sichey area constitutes a major portion of developing area of Gangtok. In order to meet the ever growing demand of water in this area a major scheme was implemented at the cost of Rs. 64.00 lakhs only. The work consisted of construction of reservoir of 45,000 gallons at Lower Sichey, laying of 6" diameter pipe joining 3 lakhs gallon tank at Development area with the above tank and laying of 4" diameter CI distribution line.

8. Tathangchen Water Supply scheme :
The above scheme was completed at the cost of Rs. 9.00 lakhs only. The work consisted of laying of new pipe lines and strengthening works.

9. Arithang Water Supply Scheme :
Scheme for this highly developed area is slated to be taken up during CFY of 2001-02 at the cost of Rs. 71.00 lakhs only.

10. Augmentation of Water Supply System in Development Area and Tadong :
This was a major work entailing construction of a 3,00,000 gallon tank at Development area and laying of 6" pipe from Selep Old Reservoir to above tank and further extension of this same pipe to Tadong Housing Tank. The total cost of the work was Rs. 116.00 lakhs.

B. GANGTOK SEWERAGE SCHEME WORKS :
The Gangtok town has a facility of Sewage Treatment Plant situated at Adampool. However, the domestic waste of only some areas can be transported to the Treatment Plant. There are some areas which have to be covered with Distribution mains so that the domestic wastes of these areas also cab transported to the Treatment Plant for treatment. During the last four years, many areas of Gangtok town were covered with the Sewerage Sub-Mains to collect the domestic waste for treatment in the Treatment Plant.

Today Gangtok Sewerage System covers such areas as, .Main Market, Kazi and Tibet Roads, Namnang, Deorali, Development Area, GICI Area, Diesel Power House Area, Arithang Area, Church Road Area, parts of Sichey Area, etc.

Expansion of Sewer System is continuing and more and more developing areas are being incorporated into the System, such as, SNT Colony at Tadong, Development Area, Upper Sichey, Bhanugram and D.P.H. Area, PNG Road, Tadong Area, Upper Deorali, Kanchan View Point Area, etc. Proposal is contemplated to use Sludge and Bio-gas on a experimental basis.

1. Extension of Sewerage System at Daragaun :
Dara Gaun (Tadong) Sewerage Extension work at the cost of Rs. 18.79 lakhs was carried out. The work consisted of laying of 15" diameter main line and other sub-main and main pipe line construction works. Approximately 3500 people is expected to benefit from this new facilities.

2. Restoration of Sewerage Treatment Plant :
Renovation and up gradation of existing Sewage Treatment Plant at the cost of Rs. 31.00 lakhs was carried out. The work entailed improvement of its electrical system, replacing impulse type rotating arms to Bio filters with electrical system, Bye-pass system, new grit channel, etc. The work is presently at the verge of completion.

3. Devolvement area Sewer System Extension work :
Extension work at the cost of Rs. 5.28 lakhs was carried out to cater to the residential areas of Zero point (Upper Development area) and surrounding area.

4. Construction of Community Septic Tank at Krishi Bhawan and Sewer System :
The above area was not accessible with the existing sewerage system, hence a community sewerage system was constructed consisting of a septic tank, sub-mains and mains.

Approximately 1000 users of the facility benefited from the system. The cost of the work was Rs. 3.40 lakhs only.

5.Construction of Trunk line at Saraswati mandir area on NH 31A:
This work entailed diversion of main trunk line of 30" diameter to avoid possible damages to local properties. The work consisted of laying of about 1000 ft. .30" diameter pipe line with manholes and other allied works at the cost of Rs. 9.15 lakhs only.

C. WATER SUPPLY WORKS IN BAZAARS AND OTHER RURAL MARKETING CENTERS :

The Department looks after the drinking water supply of 7 numbers of important Bazaars and about 31 no. of Rural Marketing Centers. As mentioned in the introductory paragraph, due to increase in population the need of augmentation of drinking water supply in Bazaars are becoming more and more pressing. During the recent past, the augmentation works of the following Bazaars were completed.

1. Augmentation of Rabdentse Water Supply :
Rabdentse situated in the West District, is a historical place. It has also District Administrative Centre and other Offices. It is also a Tourism Centre. Therefore, the need of the drinking water in the area have increased manifold during the short time. With this, the demand for drinking water has also increased quickly. The augmentation of water supply was taken up earlier entailing laying of 100 mm diameter pipe of having 11 km length. Cost of the scheme was approximately Rs. 100.00 lakhs. The scheme presently stand completed satisfactorily.

2. Temi Water Supply :
The Bazar and its surrounding areas including the institutions like Schools were having no proper water supply system. Augmentation of water supply for this town has been completed recently. The source of water form where the water is drawn is more than 10 Km and is situated near Damthang. A 3 inch diameter pipe of equal length was laid to complete the augmentation work. Provision of water supply for the consumers numbering about 2,500 now stand completed adequately due to the completion of this project.

3. Mangan Water Supply :
The Water Supply System of Mangan was inadequate to meet the growing demand of the consumers. The augmentation of Mangan Water Supply was taken up and has been completed recently. The source of this water supply is located about 10 Km away from the town. The augmentation work also included construction of a Treatment Plant. The project is supplying adequate quantity.

5. Singtam Bazaar Water Supply Augmentation Scheme :
Singtam is a Commercial Centers and a gateway to Capital Town of Gangtok and North District and East District. The town has expanded greatly during the last two decades. Present population of town is estimated at around 7000 souls. In order to meet the growing demand for water supply, augmentation work for the town was successfully carried out by laying 6" diameter GI pipe line from the Source ......., located ..........krn away from the Water Treatment facilities.

6. Naya Bazaar Water Supply Augmentation Work :
Augmentation work included laying of 3 inch diameter pipe of 4 km length and construction of reservoir and Chlorination System at the cost of Rs. 18.00 lakhs only.

7. Daramdin Water Supply Scheme :
Daramdin comes under the category of RMC. This semi Urban Centre is growing rapidly as a Marketing Centre in the West. Water Supply Augmentation Work in the area was carried out at the cost of Rs. 42.00 lakhs which included laying of pipes and improvement of Distribution System, Head Work strengthening Work and construction of reservoir.

8. Improvement of Water Source at Soreng :
Improvement works at the cost of Rs. 14.16 lakhs was carried out entailing taping of new source to augment the existing Water supply to the town.

9. Kamrang College Water Supply Scheme :
This scheme was important as it had to cater to newly established college and inhabitation surrounding the college complex. The task was difficult as water had to be drawn from “Dharey Khola Source” near Damthang which is located in a difficult terrain.
The cost of the scheme was Rs. 44.00 lakhs, work consisting of laying of 9 km length of 3 inch diameter pipe, construction of two main reservoir and one sedimentation tank, including provision for chlorination system.

10. Samdupchi Water Supply Scheme :
Samdupchi scheme has been envisaged for tourism purpose. The area itself will be developed as a tourist center. Water Supply Scheme to this center entailed laying of 40 mm diameter pipe of 2 km length and construction of a reservoir at Samdupchi. Water to the area has to pumped using multistage 40 HP pumps placed at two stages and at the height of 300 meters each. Cost of the work is Rs. 18.00 lakhs only.

11. Ravangla Augmentation of Water Supply Scheme :
Ravangla is a commercial as well as Tourist Centre. This Urban center has developed many fold during the past one decade with large nos. of commercial and government establishments being built in the area. In order to cope with the growth of population and added water demand, augmentation of existing water supply system was carried out. Additional water was brought from the source called “Selelay” located about 4 km away from Ravangla along Ralang road. GI pipe of 3 inch diameter 3 numbers and one 40 mm diameter were used. The work also included construction of a reservoir of capacity 1.00 lakh gallons. The cost of the work was Rs. 26.00 lakhs only.

12. Water Supply Scheme to Opthalmic Centre at Boom Tar Namchi :
Opthalmic Centre constructed at Namchi constitutes an important Industry. Water Supply to this Centre was constructed by the Department by taping Ghattey Khola source and laying 50 mm diameter pipe of 3 km length at the cost of Rs. 16.00 lakhs. The work also included construction of Head Work, Intake Tank and one reservoirs of capacity 30,000 gallons.

13. Melli Water Supply Augmentation Works :
Melli is a border town located along the bank Teesta River and with a number of Industries developing along the river bank. Augmentation to this town water supply system was carried out by laying 80 mm pipe from a distance of 3 km from the source “Khani Khola”. The work also included construction of a reservoir of capacity 100,000 gallons.

14. Kazitaar Water Supply Scheme at Namchi :
Kazitar is a Main market center of Namchi. Also a very large population reside in the area. With the development of Namchi, it had become essential to improve water supply system of this area. The Scheme at the cost of Rs. 25.00 lakhs was therefore implemented entailing construction of a Zonal Reservoir and improvement of Distribution System. A 50 mm diameter pipe is laid to bring water to the Zonal tank from the main reservoir at Ghurpisey having a length of 2.5 km

15. Sang Bazaar Water Supply Scheme :
The Water Supply Scheme of Sang bazaar and its vicinity area has also been completed this year. The supply of water to the consumers in now adequate. Cost of the Scheme was Rs. 11.00 lakhs only.

16. Rongli Bazaar Water Supply Scheme :
This work was completed at the cost of Rs. 12.76 lakhs only. The work consisted laying of pipes 1000 mtrs., Head Work strengthening and construction of 50,000 gallon capacity tank, etc.

17. Pakyong Water Supply Scheme :
Pakyong is highly developing Town with large nos. of commercial and educational institutions. Town has gained importance with a proposal of a new Air port slated to be constructed here. With the increasing demand for water, anew Water augmentation work at the cost of Rs. 300.00 lakhs has been sanctioned. The work consists of construction of a new treatment plant, .laying of 6" diameter. trunk line from source to Plant site having a distance of over 17 km, Improvement of distribution system, etc.

18. Water Supply Scheme For Defence Personnel at Rhenock :
A new Water supply scheme for Defence was constructed at Rhenock at the cost of Rs. 50.00 lakhs. Water was brought from source located about 12 km. The work consisted of laying of pipe line, construction of Head work and allied works.

D. OTHER PROPOSALS AND PROGRAMMES :

Public utility System, like, Sewerage and Drainage Systems for up-coming towns have to be Planned in time to avoid difficulties due to large nos. of constructions and congestion later on. The Department is, therefore, contemplating to construct similar type of Systems in Namchi, Jorethang and Singtam as well.

Other urban towns are growing rapidly as tourist as well as commercial centers. Namchi, Pelling, Ravangla, Yuksom today attract large nos. of tourists. Water Supply in these towns require augmentation and treatments. Already we have full Water Treatment Plants in Rongpo, Jorethang, Singtam, Namchi & Mangan. In the ensuing Plan period other left out towns shall also be taken up.

Out of 55 Nos. of Rural Marketing Centres 31 have PRE Water Supply Systems. Ninth Plan targeted coverage of population of RMCs was 27,000, out of which the Department has already achieved 81% of target. Two important Rural Marketing Centre Schemes include Samdupchi scheme @ Rs. 19.00 lakhs (now under completion) and Chemchey W/S scheme @ Rs. 300.00 lakhs which is under process.

The Department have already completed many large and small Water Supply Schemes for the benefit of the public. Some of the activities include :

Recently under the auspices of Australian Government a survey was conducted and it was found that despite many drawbacks, over 80% of consumers in Gangtok are satisfied with the present Water Supply System.

Under Aus Aid a package of Aus $20.00 million was announced for the works related to Gangtok Water Supply, Sewerage and Drainage System.

We have already received sophisticated GPS and GIS system form the Aus Aid which will help the Department in survey works of even natural resources like forests, Water bodies, agricultural land, etc.

In co-operation with Defence, a Water Treatment Plant at Ravangla is being completed at the cost of Rs. 21.00 lakhs. Once completed, people of Ravongla will be able to avail fully treated water from this plant.

Department have also completed augmentation of Water Supply for Rabdentse, Rorathang, Chungthang, Rongli, Song, Temi, Melli and Legship.

For the larger towns, the following schemes have been slated to be taken-up, namely:

@ Rs. 700.00 Lakhs, Construction of Treatment Plant at Gyalshing

@ Rs. 25.00 Lakhs, Rongpo Water Supply augmentation by pumping

@ Rs. 70.00 Lakhs, Mangan Water Supply Distribution System

@ Rs. 60.00 Lakhs, Mangan Water Supply -Extension of Kaley khola

Source from Ringyang Khola 7 Km.

@ Rs. 35.00 Lakhs, Distribution System for Ravangla Water Supply System :

@ Rs. 75.00 Lakhs, Augmentation of Water Supply For Namchi from Kali Khola and other 7 km beyond Dhapper Khola .This will be 2nd phase Augmentation works for Namchi (Laying of 6" diameter 52 Km pipe line)

The Department have been able to enhance its revenue earning by almost 100% during the past one year. Revenue steadily grew from Rs. 8.00 lakhs during 996-97 to Rs. 11.05 lakhs during 1998-99 and Rs. 20.00 lakhs during 1999-2000. It is the endeavor of the Department to reach almost a Rs. 200.00 lakhs level of Revenue earning within an appropriate time period in future.

Department shall be restructuring the Revenue Cell very soon. Under the proposal all the Districts will be interconnected with computers and Central System for the benefit of the consumers.

The Department has a working Water Testing Laboratory. Water Testing Laboratory will be established in all the Districts for monitoring the water quality. In this respect, help of Aus Aid is being sought.

The Department faces many challenges which mainly emanate due to Population increase, unplanned growth of the town, non-availability of land for laying of pipes and constructing decrease in the yield capacity of water sources due to degradation of green environment, etc.

The Department has taken on itself to educate the masses to make them environment conscious. Department has been able to improve the water and sewerage services and collect revenue without in co-operation with the consumers.

Task of providing potable water supply and adequate sewerage sanitation services to capital town of Gangtok and other urban towns of State is important. Equally important is to maintain these amenities. Presently, the Dept is carrying out these tasks in a most satisfactory manner.
