The growth so far has been quantitative and it is about time that
quality is induced in the existing system in order to ensure that
the huge State investment yield return in the form of productive
human resources. The State Government has adopted several measures
towards that end. The teaching qualification has been upgraded and
professional training made essential for fresh recruitment and
training to in-service teachers is being planned out in phased
manner. The State is also encouraging reputed private training
institutes by providing them financial support in the form of
grants-in-aid.
With the view to ensure that there is an equitable distribution
and growth of schools in every corner of the State, 15 new school
building are being constructed under BADP in the less accessible
locations in the remote border areas of the State. Another 198 new
school buildings are being constructed from the Non Lapsable Pool
funds. A total of 6557 sets of 3 seater desks and benches have
been made from funds provided under BADP, NLP and PMGY. Free Text
Books, Exercise Books, Uniforms and Mid-day meals are being
provided upto the Class- V level as added incentives to foster
more enrolment and to curb dropout rates. There are no tuition
fees for all students in the State from the Pre-Primary stage
right upto the Degree level. As on 30.9.2000, there was a total
enrolment of 1,52,249 students in Government and Government aided
schools in the State. A school now exists within walking distance
of every child in Sikkim. In the field of higher education the
State has 6 colleges. The State Degree College, Tadong (East
District) now offers Honours Courses in Physics and Geography in
addition to its existing curriculum. In the current session, the
State Language, Lepcha, Limboo and Bhutia have been included in
the curriculum. The Namchi Degree College (South District) was
established in 1995 with the view to provide rural students access
to higher education. The Loyola College, Namchi provides B.Ed.
Courses to which the Education Department annually sends a batch
of in-service teachers. The Teacher Training Institute of the
Carmel Sisters is a useful auxiliary to the D.I.E.T. and S.I.E. An
Engineering College has been established by the Manipal
Foundation. There is also a regional IGNOU Study Centre in the
Capital Gangtok.
In the area of professional and technical education, the
Government has established two Polytechnics :-
(a) The Advanced Technical Training Centre at Bardang (East
District)
(b) Centre of Computers and Communication Technology at Chisopani,
South District.
(Both are established in technical collaboration with Nettur
Technical Training Foundation, Bangalore).
The Centrally sponsored project CLASS is being successfully
implemented in 16 Senior Secondary Schools in the four Districts.
Five of these schools are equipped with the latest configured
computers.
The Centrally Sponsored Scheme of Sarva Shiksha Abhiyan is being
implemented in the West District to achieve the goals of
Universalisation of Elementary Education. Pre Project
implementation of Sarva Shiksha Abhiyan in the remaining 3
District is currently under way.
The Education Department envisions a future where every child in
the State is well equipped with the knowledge, skills and the
confidence that are the ingredients in ensuring a meaningful and
purposeful life.
